In Minecraft, a debug stick is used to change the property of a block, but only in Creative mode (it does not work in Survival or Adventure mode). For example, you can use a debug stick to change the "snowy" property for a grass block to true or change the "axis" property for an oak log to adjust its orientation/appearance. A debug stick looks a lot like an enchanted stick because it has a purple glow to it.
A debug stick is an item that you can not make with a crafting table or furnace and it is not available through the Creative Inventory menu. You can only add a debug stick to your inventory using a game command.
