How to craft a Glow Item Frame in Survival Mode
1. Open the Crafting Menu
First, open your crafting table so that you have the 3x3 crafting grid that looks like this:

In the crafting menu, you should see a crafting area that is made up of a 3x3 crafting grid. To make a glow item frame, place 1 item frame and 1 glow ink sac in the 3x3 crafting grid.
When making a glow item frame, it is important that the item frame and glow ink sac are placed in the exact pattern as the image below. In the first row, there should be 1 item frame in the first box and 1 glow ink sac in the second box. This is the Minecraft crafting recipe for a glow item frame.
Now that you have filled the crafting area with the correct pattern, the glow item frame will appear in the box to the right.
3. Move the Glow Item Frame to Inventory
Once you have crafted a glow item frame, you need to move the new item to your inventory.
